With the widening popularity and affordability of motor cars around the turn of the twentieth century, national governments brought in measures to control and regulate traffic. In the UK, the Motor Car Act 1903 required motor vehicles to be registered, with car registration plates to be displayed prominently. The drivers of unregistered vehicles were to be fined.
Later developments were closely aligned with the growing use of motor cars: the more cars there were the more regulated the mode of transport became. In the UK, the Roads Act 1920 required car registration plates to be displayed in a pre-defined way so that policing authorities could identify cars more speedily and easily.
Registration formats have developed over time from relatively simple combinations of letters and numbers, which have gradually run out due to the ever increasing numbers of vehicles, requiring more sophisticated systems to be developed. The first UK registration plates combined one letter and one number, with A1 being assigned by London County Council in 1903.
More recently, personalised number plates have become commercially available and approved by national registration authorities. Private registration plates can combine highly selective numbers and letters to pre-defined wishes.
